MINUTES
TOWN OF DUE WEST, S.C.
CALLED COUNCIL MEETING
MONDAY, NOVEMBER 28, 2016 – 6:00 P.M.

MEMBERS PRESENT:   Mayor Angel; Council Members Terry Arnold, Susan Jackson, Bob Mock and Tony Storey

MEMBERS ABSENT:  Council Members Shane Bradley and Jeannie Knight

STAFF PRESENT:  David Krumwiede, Town Administrator; Attorney Paul Agnew; and Patti Chasteen, Clerk/Treasurer

I.    CALLED MEETING TO ORDER
Mayor Angel called the meeting to order.

II.   PLEDGE OF ALLEGIANCE
Mayor Angel led in the Pledge of Allegiance.

III.  INVOCATION
The invocation was offered by Council Member Jackson.

IV.  LEGISLATION
A.  Ordinance No. 05-2016
Second Reading on Ordinance No. 05-2016–An ordinance authorizing the Mayor to enter into a joint use agreement with Erskine College to allow the community use of the Erskine College Pool.

Attorney Agnew said Mayor Pro Tem Bradley raised a good point at the first reading of Ordinance No. 05-2016.  Under Section V. Funding (a) the joint use agreement for the swimming pool and facilities formerly said Town.  He suggested it should be Community–not Town.  Council Member Mock asked if the Town was a 501(c)(3) organization.  Attorney Agnew said the Town isn’t, but Erskine College is.  It was tossed around making donations directly to the Town.  However, the Town would have to turn around and give donations to Erskine.  Attorney Agnew added that funds will be returned to donors if objectives are not met by April 1, 2018.  Erskine College’s Student Government Association (SGA) wants to give $30,000.  Mayor Angel said the SGA and other organizations at Erskine who want to help are excited.

A motion was made by Council Member Mock and seconded by Council Member Storey.  The motion passed unanimously.  Mayor Angel said he’ll take the agreement to Greg Haselden.  He wants to have a flyer made and pass information out at the Tree for Life after the parade.  Mr. Krumwiede recommended corporate sponsors.  Attorney Agnew said the promotion shouldn’t be from the Town.  He recommends flyers should says community–not necessarily the Town.  Mayor said he’ll talk to Cliff Smith and Greg Haselden.  Henry Green at The Press & Banner has already requested information.

V.   ADJOURNMENT
With no other business, a motion was made by Council Member Jackson and seconded by Council Member Storey to adjourn the Town Called Council Meeting at 6:11 p.m. Passed unanimously.
